Board of Commissioners Meeting Recap: 11/3/25

The November 3, 2025 Board of Commissioners meeting was called to order at 7pm. The agenda for tonight’s meeting can be found at https://bit.ly/3utv5SE.

BOC approved minutes from the Board’s Regular Meeting of October 6, 2025, two Special Joint Meetings of October 15th, 2025, and Special Meetings Minutes of October 21, 22, 23, and 28, 2025.

Appointments

Chair Isenhower recommends the reappointment of Linda Greenwell as Chair to the Board of Equalization and Review Board for a seventh term, with a term expiration of December 2, 2028. BOC approved.

Presentations

1 – Commissioner Setzer presented a proclamation supporting Operation Green Light for Veterans November 4-11, 2025.

2 – Hickory Metro Convention Center Tourism Economic Impact in Catawba County. Presented by President and Chief Executive Officer Mandy Hildebrand and Vice President of Sales, Marketing & Tourism Development Sarah Jones.

Public Hearing

Public Hearing to adopt a resolution revising the boundaries of five existing Fire Service Districts to align with the newly established county line. BOC approved.

BACKGROUND
The North Carolina General Assembly, through Session Law 2025-30 adopted June 30, 2025, implemented a new county boundary between Catawba and Lincoln counties. This new boundary line resulted in some properties moving between the two counties. Since this time both county governments have been working to transition services as appropriate. The County line change has triggered the need to formally adjust fire service district boundaries in Bandys, Cooksville, Maiden, Propst, and Sherrills Ford.

Consent Agenda

1 - The Finance and Personnel Subcommittee requests the Board of Commissioners appropriate $90,000 in fire district fund balance for Sherrills Ford-Terrell Fire/Rescue to replace a Quick Response Vehicle (QRV) that suffered a catastrophic engine failure.

2 - The Finance and Personnel Subcommittee requests the Board of Commissioners: 1. Accept and appropriate grant funds in the amount of $2,496,641; 2. Approve the County Manager to execute the grant agreement as provided and required by the Economic Development Partnership of NC, Inc.; and 3. Authorize the County Manager to enter a subrecipient agreement with the City of Claremont administration of the grant funds.

3 – The Finance and Personnel Subcommittee requests the Board of Commissioners: a.) approve a bid award for purchase of medical supplies and pharmaceuticals to Bound Tree Medical, LLC; and b.) authorize the County Manager or her designee to execute any necessary documents to enter into a 3-year contract (with an option to renew for up to two additional one-year terms) with not to exceed threshold of $450,000 per fiscal year.

4 – The Finance and Personnel Subcommittee requests the Board of Commissioners declare a 2017 Ford ambulance surplus and approve the donation of that ambulance to Catawba Valley Community College.

5 – The Tax Administrator requests the Board of Commissioners approve 106 releases totaling $5,208.07 and 66 Motor Vehicle Bill adjustments / refunds totaling $4,392.16 requested during the month of September.

BOC approved all 5 agenda items.

Manager’s Report

1 - Budget Transfer: Emergency Services received a $50,000 grant from the North Carolina Community Foundation Disaster Relief Fund. Special contingency transfer is needed to recognize these funds, which will be used by Emergency Management to enhance the County’s preparedness for future disasters.

2 – Budget Transfer: The Sheriff’s Office received a donation from a local company to purchase a K9. Special contingency transfer is needed to bring the donation into the budget for this purpose.

Attorney’s Report

Staff requests the Board of Commissioners adopt a resolution authorizing Patrick, Harper & Dixon, LLP to institute civil action to condemn property located at 8thSt Pl SE in Hickory, NC for the purpose of establishing, enlarging, or improving hospital facilities pursuant to Chapter 40A of the North Carolina General Statutes. BOC approved.

BACKGROUND
Catawba Valley Medical Center (“CVMC”) has assembled approximately 14.39 acres on Tate Boulevard and Lenoir-Rhyne Boulevard for the purpose of constructing a medical facility. There is, however, a 0.14-acre parcel, owned by the Ella Dula Bost Heirs, within the assemblage and completely surrounded by property owned by CVMC. This parcel is needed to complete the medical facility, but CVMC staff have been unable to locate or contact the property owners
