We are responsible for personnel records, benefits, employee relations, recruitment, compensation, wellness and risk management.

Responsible for the overall planning, organization and direction of the Human Resources Department. Work includes policy recommendation, review and implementation; monitors trends in the Human Resources field and makes recommendations; and oversees all functions of the Human Resources department. Assists employees and departments with the grievance procedure and appeals processes. Assists employees when they have questions regarding any Human Resources policy, the County Personnel Code, or benefits.

Assists and advises department heads, supervisors and employees in all areas of human relations; develops and interprets policies, procedures and Personnel Code to ensure fairness and appropriate due process for all employees, while ensuring compliance with State and Federal regulations.  Reviews and advises on matters of discipline, terminations, performance appraisals, attendance, grievances, ESC hearings, etc.  Coordinates County-wide training opportunities.  Serves as back-up to the HR Director.

As receptionist and first point of contact for the Human Resources Department, provides citizens and employees with assistance relating to all human resource functions. Provides clerical support for HR staff, coordinates recreational ticket sales for County employees, completes employment verifications and schedules bilingual testing. Responsible for filing and imaging of personnel records and serves as back-up in recruitment and benefits administration.

Coordinates the County's benefit program, including review and recommendations on the benefits provided to employees. Assists employees with retirement planning, insurance questions or problems. Is responsible for the new employee orientation and exit interviews with terminating employees.

Assists departments with a variety of payroll processing issues, coordinates benefit insurance reporting to the County's third party administrator to ensure coverage for employees is correct, and processes terminating employees for benefit and payroll processing and benefits and other leave issues. Assists employees with the filing of applications for short term and long-term disability and Family Medical Leave.

Manages position classification and compensation for County positions. Responsible for conducting the annual classification study and making recommendations to the Human Resources Director and County Manager; analyzing individual reclassification requests; classifying newly created positions; and developing and maintaining job specs. Ensures accurate implementation of the County’s wellness program, evaluates employee participation in the program, and works with contracted medical staff to help develop and implement programs to improve wellness.

Provides citizens and employees with assistance relating to all human resource functions. Responsible for multiple recruitment responsibilities, including assisting applicants with questions regarding position openings and the application process, processing conditional offers of employment and conducting pre-employment background checks. Coordinates all aspects of the Mini-course on County Government, including scheduling speakers, tours, taking enrollments and making arrangement for graduation recognition. Processes new hire information and benefits enrollment. Processes terminating employees for benefit and payroll processing and benefits and other leave issues.

Responsible for Workers Compensation and Liability Programs, OSHA, Defensive Driving, and Security. The Risk Manager conducts safety evaluations, ergonomic reviews, and develops training specific to the employee's work environment. Liability issues that affect employee and citizen safety are managed within the Risk Management Division as well as the procurement of Property, Auto, Liability and Insurance Bonding.

Serves as support staff for Risk Manager. Compiles injury information for OSHA reporting. Coordinates OSHA and Risk Management Training Classes, maintains record keeping on Liability, OSHA, Driving and Risk Management Programs.
