This
applies anytime one or more pieces of property
are dividing from an exiting property.
The developer or his authorized agent fills out the application, and pays the current Improvement Permit fee for each individual lot.
Provide the Health Department with a surveyed plat of the subdivision showing all property lines, lot corners, home locations, all roads, bodies of water, existing wells, all lot dimensions, easements, and right of ways. All lots must be shown on a minimum of 1” = 60’ scale unless previously approved by the Health Department.
All lots must be properly prepared for evaluation by being fully accessible, access roads roughed in, and lots adequately cleared to all for access.
Lot corners must be staked by a surveyor, with lot sidelines flagged the width and length of the lot. All homesites are to be staked or flagged on the lot.
Call the Environmental Health Department at (828) 465-8270 to set up an appointment to have the lots flagged after Items 1-4 are completed.
A backhoe must be used to dig the test pits with a minimum of 2 test pits on each lot, and there is no maximum number of pits that may be required. The lots will be evaluated according to the North Carolina Sewage Rules in force at the time of the evaluation. The backhoe pits must be a minimum of 2’ wide and 4’ deep with sloped or stepped access in and out of the pit. The pits are to be dug no deeper than 5’ for safety reasons unless requested by the Health Department.
After the pits are dug, the developer will notify the Health Department and an evaluation date(s) will be scheduled.
Lots determined to be suitable or provisionally suitable for a wastewater disposal system may be issued an improvement permit, with a denial letter issued for lots that are classified as unsuitable. Some of the lot or soil conditions that may result in lots being considered unsuitable are soil wetness, unsuitable topography, shallow soil depths, unsuitable soils, or inadequate space for the installation of a complete system and repair area.
A meeting between the developer and the Health Department may be necessary to discuss any problems and/or changes that may be required (limitations on house size, location, type of “septic tank” system, location of septic system, etc.)
The Improvement Permit will indicate the sewage disposal system location, required setbacks, home location, system requirements, ect., on scale drawings.
The Health Department will notify the developer when permits or denial letters are completed.
The Health Department will notify the Catawba County Planning Director when permits, etc. are complete and provide information to the local Subdivision Review Board as requested.
