CAROLINA ACCESS
Medicaid's Managed Care Program

Community Care of North Carolina/ Carolina Access (CCNC/CA), provides Medicaid and North Carolina Health Choice recipients with a medical home and Primary Care Provider (PCP). A Primary Care Provider manages care for continuity and ensures services are provided that are medically necessary.

Most Medicaid recipients are required to participate in the Carolina Access program. It provides outstanding benefits for Medicaid recipients. Choosing a PCP has many advantages for a recipient such as:

  • A place for preventative care so little problems will not become big problems
  • A place where your PCP has your medical history, knows what medical care is best for you and will help you manage your health care
  • Make referrals to specialist when necessary
  • Access to medical advice 24 hours per day/7 days per week. You no longer have to go to the Emergency Department unless your life and health is in immediate danger.
  • Some medical homes may also provide disease management for things like asthma, diabetes and COPD (Chronic obstructive pulmonary disease)
Medicaid recipients may choose to change their PCP and may do so at any time. The change is usually reflected on the following month's Medicaid card, depending on when the request is made.

Below are some of the services enrollees can receive from any qualified provider who accepts Medicaid WITHOUT a referral from their PCP:

  • Ambulance
  • CAP Services
  • Dental
  • Health Department Services
  • Hospice
  • Routine Eye Exams
  • Pharmacy
  • Radiology
If you wish to change your PCP or if you have questions regarding Carolina Access, contact your caseworker or Jane Phillips, Managed Care Coordinator, at 828-874-0682.
