Barry Edwards’ office is located on the second floor of the Government Center in Newton. As Director, his primary responsibilities are to oversee Solid Waste Management, Water, Sewer, and Local Code Compliance services in the unincorporated areas of the County; Building Services including two Permitting Offices and Erosion Control services in both the incorporated and unincorporated areas of the County, as well as the Co-Generation/Electrical Production Facility, and the Regional EcoComplex. The Director is responsible for solidwaste services including solidwaste collection and disposal, landfill operations, co-generation, and byproduct recycling and reuse, Building Services (State mandated building code enforcement) including the operations of two offices and the long-range planning for providing the most economical and customer friendly building services to County citizens, Water, and Sewer, in the unincorporated area of County including long-range planning and responsibility for all utility projects from conception to funding, design, contract awards, and construction. In addition, the Director is responsible for overseeing the County’s interest in the Regional Compost Facility, bi-annual Catawba River tributary analysis, development and administration of the South Eastern Catawba County Water District and Water and Sewer Treatment Plant Capacity, Household Hazardous Waste, used tires, used white-goods, and used electronic collection and disposal and administering County Community Development Block Grant (CDBG) and other grants projects. Other duties include development of the County’s EcoComplex (see EcoComplex), and providing technical support to Economic Development Corporation and county departments in building and development of structures, utilities, parks, etc. The Director is responsible for administering U.S. Environmental Protection Agency Regulations including Title V Air Quality at the Blackburn Landfill. The Utilities and Engineering Department consists of 60 employees, full and part time.

Jack Chandler assists the Utilities and Engineering Director in managing the development of water and sewer services throughout the County in cooperation with municipalities and neighboring jurisdictions, assists in the operational oversight of Building Services including Inspections, Plan Review and Permit Center functions at both the Newton and the Hickory office, and assists in Solidwaste operations as directed. He is responsible for coordinating two annual household hazardous waste collection events, coordinating departmental compliance with OSHA policies and procedures, and assists the department in developing policies for existing and future utilities and grants projects. Jack also assists in ensuring that Building Inspections, Permit Center, Solid Waste, and Utility Services are provided to the citizens in a quality, customer friendly, cost effective and efficient manner with primary focus in supervising Building Services, Utility Project Development and Implementation. Jack serves on the Subdivision Review Board, the Utility Technical Advisory Committee, the Catawba County Advisory Council, the Catawba River Study Committee, the Interbasin Transfer Subcommittee, and the Building Services Advisory Committee. Jonathan Greer - Utilities and Landfill Project Manager

As the utilities and landfill project manager, Jonathan’s primary focus is on completing County construction projects with the most important responsibility being the development and implementation of projects including but not limited to water, wastewater, Subtitle D Landfill Cells and Construction and Demolition Landfill cells. He also assists in grant procurement and provides guidance to consultants, contractors, subcontractors, and landfill supervisors. He manages construction projects and supervises contractors, subcontractors, scientists, geologists, and engineers associated with Utilities and Engineering Projects. As Business/Office Manager to the Utilities and Engineering Department and its divisions, Cindy is responsible for supervising purchasing, budget preparation and control, and other business office transactions of the Administrative office, Building Services, Permit Center, Plan Review, Water and Sewer Construction Projects, Erosion Control, Local Code Compliance, Solid Waste Administration, Solid Waste Improvements, Recycling, Convenience Centers, Waste Reduction & Education, Co-Generation/Methane, and the Landfill. Cindy interprets policies, procedures, laws and regulations as related to the business office and assists in the formation of new or revised policies. She is a member of the Utility Technical Advisory Committee. Her office is located on the second floor of the Government Center at 25 Government Drive, Newton.

As the County’s Waste Reduction Coordinator/Educator, Amanda is responsible for improving waste reduction and providing waste reduction and recycling education to the industrial/commercial community as well as the citizens of Catawba County. She educates the public on all aspects of the Utilities and Engineering Department through presentations, tours, hands-on models, etc. She oversees the County’s Waste Education Program and conducts tours on all aspects of the Utilities and Engineering Department: Waste Reduction and Recycling, Landfill operations, and Building Services. She is a member of the Keep Catawba County Beautiful, and represents Catawba County as the liaison to the City of Hickory’s Recycling Advisory Board. She is certified by the North Carolina Chapter of the Solid Waste Association of North America (NC SWANA) as a Recycling Systems Technical Associate and is a member of the NC SWANA Waste Reduction and Recycling Committee.
