Balls Creek Small Area Planning Committee Meeting 
April 7 , 2003 

Members present: Vance Dalton, Eddie Barringer, Robbie Bennett, Jerry L. McCombs, Nancy Smyre, Nancy Jo Teague, Eric Shook, and Robert Crouch

Members absent: Stanley Stewart, Mike Rutledge, Paul Beatty (Planning Board liaison), Janice Morrow and Michael Isenhour.

Staff present: Mary George, Jacky Eubanks, and Rich Hoffman from the Catawba County Planning Department; John Kenny, consultant from the Western Piedmont Council of Governments (WPCOG).

Mr. Dalton: Called the meting to order at 6:35PM at the St. James Lutheran Church. The minutes from the November 4, 2002 meeting were approved. The next meeting will be a work session with the Planning Board on April 28, 2003 at 5:30 at the Government Center. From there the plan will go before the Planning Board on May 19, 2003 with any changes from the work session. Then the plan will go before the Board of Commissioners on June 16, 2003 for a public hearing at 7:00 PM.

In February, Vance and Eddie met with the County Commissioner and the County Attorney at separate scheduled meetings to discuss the draft plan.

Ms. George: The density map brought up a question with the Commissioners. They felt that the northern portion of the district should be reviewed for higher density than 2-acre lots due to the existing waterlines. They also had a question about looking at a transition area between the high and low-density area in the northern portion of the district. The committee agreed and decided to recommend changing the 2-acre recommendation to a 1-acre lot size transitional area in the northeast to ¼ mile off of W. Bandy's Cross Road to the south and east of Balls Creek Road.

The committee felt that the land with existing waterlines on Water Plant Road and E. Maiden Road were mostly developed and didn't see the need to alter the current recommended 2-acre lot size zoning.

Other issues raised by commissioners were:
  • Hardship permits for mobile homes would not be allowed in R-1 areas if rezoned.
  • Requiring a minimum driveway width and standard for single-family homes off of Buffalo Shoals Road, Balls Creek Road, Hwy 16, Water Plant Road, E. Maiden Road and Olivers Cross Roads (like the Sherrills Ford SAP recommends). The committee agreed with this issue and also added Hwy 10, Providence Mill Road, Little Mtn. and St. James Church Road.
  • Include a traffic warning device at the intersection of Olivers Crossroad and Buffalo Shoals Road. Committee members indicated that a device already exists.
    · Reduce the speed limit to 45 MPH on Balls Creek Road from the school to Hwy 16. The committee agreed and decided to recommend it to be 45 MPH on the portions of Balls Creek Road, which were not already 45 MPH (south of Winslow Road to Hwy. 16).

Ms. George: Mentioned that a grant is being discussed to pursue a passive recreation park for an area below Murray's Mill which will serve the Balls Creek, Sherrills Ford and Catawba areas.

The committee voted to recommend the plan to the Planning Board with the above noted changes.
