The US 321 Corridor Plan was adopted by the Catawba County Board of Commissioners on July 22, 1996. This Plan represents formal policy statements by Catawba County concerning land use and land development within the Corridor.

The 321-Economic Development District (321-ED) is designed to implement these policy statements and achieve the desired goals for the 321 Corridor. The 321-ED District has two distinct use elements: (A) 321-ED(MX) is any combination of retail, commercial, office/institutional and residential components but never exclusively large lot, single family homes; and (B) 321-ED(I) is primarily industrial/warehousing or distribution, with an accessory office/institutional component. A copy of the Chapter 44, Article XIII - Special Districts, Division 6 - 321-Economic Development District (321-ED) (Special District 5) is available from the Catawba County Planning and Development Department. This guide was developed for any person wishing to develop in the 321-ED District within the Catawba County Zoning Jurisdiction. The information in this brochure is intended to be a general guide and consultation with the Catawba County Planner is strongly recommended.

For General Development Plan (GDP) approval, the following are required for submittal:

    Site Plan (no smaller than 1" = 200' scale)
    Scale, Date, North arrow
    Existing site conditions (ie: Floodplain, wetlands, watershed, topographical contours and vegetative cover)
    A grading plan
    Parcel size
    Planned street circulation
    Storm water controls
    Water/sewer connections
    Buffers
    Landscaping
    Parking
    Signage
    Site appearance

The process to obtain GDP approval, which is reviewed and approved by staff is:

  • An initial conference with the County Planner;
  • A pre-application conference (with sketch plan required for discussion);
  • Application filing and staff review of GDP; and
  • the applicant notified in writing of approval or of discrepancies in plan.
