On July 11, 2011, the Board of Commissioners adopted the 321 Eco-Tech Development Plan. The plan focuses on the 321 corridor extending from the River Road area south to the County line and spans east to west from portions of Startown Road and Robinson Road to Hickory-Lincolnton Highway and Zion Church Road.

It builds on existing plans respective to the area: Foresight (1990), US 321 Corridor District Plan (1996), Future Forward (2003), Mountain View Small Area Plan (2002), and Startown Small Area Plan (2005). The draft plan focuses on principles and goals of the existing plans while considering past and present developments and future needs pertaining to economic development, land use, transportation, public services and community facilities, and natural and cultural resources. The proposed plan includes principles and goals from those existing plans as well as new goals and Plan Action Strategies (PASs) listing action steps, associated agencies, timeframes, and priorities for accomplishing the goals. Examples of PASs include expanding permitted uses within the 321-ED(MX) and 321-ED(I) zoning districts, relaxing fa├žade treatment standards, and working to secure land areas to accommodate mixed-use and light industrial developments.
